By Steve Browne Valley City Times-Record Valley City police arrested a lifetime sex offender on Wednesday afternoon in rural Barnes County, for failing to notify authorities of change of residence, according to Detective Mark McDonald. Joshua McClendon registered in Valley City on June 9 after moving from Oklahoma. McLendon was convicted of first-degree rape in 1994 and is considered a high-risk offender. McDonald said McClendon was living in a trailer park lot on Twelfth St. S.W. On Monday the lot was reported empty. By law, a registered sex offender must notify authorities of any change of residence within three days. According to Assistant State’s Attorney Lee Grossman, failure to comply with registration requirements is a Class C felony in North Dakota, punishable by up to five years in prison or a $5,000 fine, or both. McClendon, who is being held in the Barnes County Jail, will now go before a judge for a bail hearing.
