VALLEY CITY (AP) — Valley City’s former city administrator has been summoned to appear in court March 4. David Johnson, who was charged last week with using an anonymous web site to link City Commission candidates to white supremacists and slumlords, has been charged with failing to disclose his sponsorship of a political ad. The charge is a misdemeanor, with a maximum penalty of a year in jail and a $2,000 fine. Johnson called the site an ‘‘expression of parody and satire’’ and said it was not intended to offend anyone. A district judge earlier threw out a disorderly conduct complaint against Johnson, saying the site was protected as free speech.
