The candidates for the Jan. 24 recall election recently sat down with the T-R to share some of their views. City commission candidate Dewey Magnuson's interview appears below.
Duane (Dewey) Magnuson
Occupation: Employed with Perkins, Inc., since 1991
Education: 1987 graduate of VCHS, 1988 NDSCS diploma in Parts Management.
Family: Wife Darci, children Abby and Max, parents LeRoy and Karen, and brother Scott (Debbie) Magnuson.
Organizatons: Joined VC Fire Department in 1993, currently a member of VC/Barnes County Rescue Squad, certified diver and first responder.
Why are you running? "The recall election, to me, was something where the citizens of Valley City made it clear they want change. I've wanted to be a commissioner for quite a few years; after watching what goes on at city hall, they sometimes push things through and don't make it clear to the public what they're doing. I want the citizens of Valley City to have knowledge of what's being discussed ahead of time."
If elected, what would you do differently from your predecessor (Ken Evenson)? "First of all, it's going to be a learning experience; I would walk in and see how he had done things, then see how things are handled on a day-to-day basis and start making changes from there. I don't know that there will be huge changes, just more efficiency in how things are run." Magnuson said he will use technology such as email, text messages and social media to get opinions from citizens.
What previous experience do you have with city government? "I've been around the city with the Fire Department the past 20 years; so I've seen it from a citizen's standpoint, I've seen it from the fire department standpoint and I've seen it from the inside. You have to be able to work with the department heads to get the resources they need to do their jobs well. If they need something, I will take it up the ladder to get them what they need."
"Working with the current administration, whoever that may be, they can bring me up to speed. I'm also looking forward to working with (new City Administrator) Dave Schelkopf. I think that's going to be a new, fresh start for the city."
What are the three biggest issues facing Valley City? "Not to beat a dead horse, but permanent flood protection is a necessity. We need to put a handle on it so we don't have to keep fighting the floods. They're moving in the right direction, but we need to ensure our safety.
Magnuson also wants to build a larger population base to spark economic development.
"Basically, to promote Valley City in a positive way that will help our community grow, not only with the business, but also attract new people. With new people comes more business in town, which in turn means better taxes."
Transparency and communication at City Hall was another big issue for Magnuson.
"There's a perception out there that city government is bad. It's not. The problem is that people are not given the knowledge ahead of time to fathom what's happening. You're (on the commission) to be the voice for 6,600 people, so what's best for that majority of the city is what you need to focus on."
How can you make Valley City a better place to live? "Adding fresh ideas to what we're already doing now is huge. Stop thinking and doing what we did 20 years ago and thinking that it still works, because it doesn't. With technology comes change and new improvements. You need to be on top of that and understand it."
How do you intend to move on from the contentious political climate of 2011? "The thing about it was that all the issues could've been solved in a lot better way. If there were problems, they should've been dealt with internally. There was no criminal acts, and to portray them to the general public was the wrong way to go about things."
Post-election, what kind of tone would you set with your colleagues at City Hall and your fellow citizens? "I would be there for a brighter, more positive future. I think that the citizens of Valley City have been hurt a lot, and they need to know that the city is there for them. We need to make the city grow, and go back to a place that everybody can be proud of again."
Regardless of the election outcome, do you think it will be a clean slate for Valley City? "Looking forward, we can't keep living in the past. We wipe the slate clean and we look forward to a positive start in 2012, and we move on from there."

Is it possible if Ross becomes mayor the town could have a new name? If Ross is elected the people have decided to take the campaign slogan of "Positive Changes". Studying narcasism one may be inclined in the position of Mayor to change the name of the city.....

If Dewey isn't Ross' lil lapdog, why is he teaming up on the printed ads? I've received them in the mail, and found a baggie on the ground nest to my front steps. My mother's apartment building had their plastic bags on the floor in front of every door. I found that to be what I'd expect from Ross. Be sloppy, don't hang a door-hanger baggy on the door, throw it on the floor, and deliver them to vacant apartments too, as checking the mail boxes to see which ones are actually occupied would look too much like something is actually being managed. That's something Ross has never been accused of and I am sure he doesn't want to set any precedents. And Dewey, you wasted your time there Dewey, Ross is going to drag you down.

I also have known the candidate and his family for many years. I know that if Dewey is not satisfied with a situation he searches for alternatives. I believe that his concerns for the City of Valley City are very honest I also think that he will and can make a decision without being buffaloed by others and I think he has the ability to juggle work, volunteer services and family. He comes from strong family values. Darci and Dewey have continued to live what they preach. My only regret is that I am not of the area to be able to put my vote in. We cannot keep allowing people to run and control or act for the citizens year after year. Young minds are what changes things, Old minds keep values going without seeing how it hurts or helps the other citizens. Clean up Valley City so they are not the laughing stock anymore. If the sides are balanced the scales will sit level not up or down

If throwing a fit about reporting his earnings from work as a VC fireman and trying to get the firemen to all resign with him because he doesn't want a 1099 reported to the IRS is the example of being 'honest'.....I don't think so. I'm not to sure the IRS won't show up to audit him just to see if he reported all his income. He is loud and has a filthy mouth. This man is not the kind of person we need to lead our city.

Here's a heads up! If you want to avoid the Ross Circus next Tuesday, you can vote any time this week by going to city hall and filling out a short document. You can vote early to make sure the cop stays retired.

I moved from VC over 20 years ago to a place where corruption and “spin” is everyday occurrence. I have always been proud of my roots and brag about your honesty and morals. I have been following the events in Valley City and am astounded that Dean Ross (who I have known, liked and trusted in the past) can look the people of Valley City in the eye much less run for Mayor. I don’t live there and only know what I get from the media, what I get is 1. Investigated for unaccounted for money. 2.Gets caught but comes up with the money.(In his PD world if I rob a bank but give up the money after I am caught is that ok?) 3. Won’t turn over the books. 4. Brother heads recall election to take off heat.(Abuses the open meeting agenda at City Commission Meetings then Dean wants to run on the platform he will listen.) 5. Says he can’t work with city leadership but the truth will come out in the end. 6. Resigns to end investigation from city.(Why not let truth come out?) 7. More cash found in personal safe at PD.(Wonder if anymore is out there?) 8. His “brothers in arms at BCI” can find any criminal wrong doing only inappropriate use of funds. (This is now being advertised as completely innocent)9. Now running for Mayor (and work with the people he said he can’t work with before) on grounds of honesty and integrity. All I can say to you is welcome to the world I know and FOOL ME ONCE………………………………

What you are getting from the media is not 100%. But of course, the media is always right in thier facts. Every charge that the city commission stated about Dean Ross was found to be unfounded. The "brother" has a name, it is Steve Ross. He wasn't the only one to head up the recall. Open meeting agenda?? No one gets to speak at the open agenda meeting here in Valley City. If you start to say something that the mayor and the commissioners don't want to answeror hear you are "out of order". Dean is willing to put the past in the past and move forward. He has said that many times. It is the current mayor who continues to beat the dead horse. Yes, Bob may have an engineering degree. But from how long ago? The current commission thinks that everything is working just fine the way things are. There are many people in Valley City who do not feel that way. Dean did not resign to end the investigation from the city. The investigation continued after he resigned. The "personal safe" in Dean's office belonged to the city. As far as his "brothers in arms at BCI", they are very honorable officers and have done thier job. I'm sure alot of people think that investigation was "fixed". If you are so unhappy with the findings from the BCI, hire a private investigator of your own and conduct your own investigation. Once again, Dean has said he is ready and willing to move forward and do the job of mayor if elected. He is willing to put the past in the past and move forward for a brighter future and a positive change. When the election is over, the citizens of Valley City will have thier say. As I have said before, not everyone is going to be happy no matter what happens.

I don't know the fellow you refer to as "Dewey" but I read about him in the paper and his dedication is impressive, and I think he would make a good candidate, but not necessarily in this recall election. The perception of course is that he is running with Ross, and I am sorry, but Ross is damaged goods. One writer suggested that another sit down and chat with Ross. I had an opportunity to speak with him a few years ago, he, as a cop, me as a citizen. I felt like I was talking to the wall. The man put on his best tough guy "cop" persona, never smiling or showing any sort of reaction to me or the problem I was addressing. I truly wondered if that was the "cop" in him, or, that maybe he was just wasn't very bright. After reading about the debacle with his reaction to the city manager, I am inclined to believe the later. As for Mr. Magnuson, he certainly has the qualifications to run for council, but I think the only way he is going to win or even have a chance in this election, is if he publicly announces who he is supporting in the recall. If he is a Ross lap boy then he needs to let us know.

VChomeboy, driving around town I see a lot of Ross yard signs so if Magnuson favors Ross over Werkhoven he's got a lot of company and doesn't make him Ross's lap boy. The more ungly green signs you see around town just remind folks how much they don't want to be intimidated by him and how much damage he's done to our city. They certainly don't mean people are actually voting for him....most of the signs are on rental properties where the tenants don't have a choice anyway. It's the write-in campaign as Bryan Bent for mayor that has me concerned. Now there are the crazy people showing their muscle. Werkhoven on the otherhand just does his job and trusts in the good judgment of VC Citizens.

Dear Wilma,
I noticed Dewey is not answering the people on this site who are asking him questions. It is others who step up to tell us what a nice man he is. Is this the way he will also respond if elected? He also seems to be using his platform with Ross. If Ross is not elected, how will this effect Dewey? Is Dewey a member of CCI? Last question and hopefully Dewey will answer. What does the campaign slogan "Positive Change" mean?

Dearest Wilma, You are sure correct. You see a lot of Ross signs. You see 2-4 signs per yard. You see them on Drake rental properties and in Ross's own apartment building yards. You don't see 1 sign per yard which is customary. That may be due to lack of yards who will accept them. So don't let the 4 signs per yard lead you down the wrong road.

I have known Dewey for many years and he is a very sincere and honest person. I have also known Dean for many years and he is the same. If you cannot get over the fact that the BCI found that the charges against Dean were unfounded, then it is time to do so. That is a dead issue. Stop beating a dead horse. Dewey and Dean are not running as a team. They do have the same beliefs, that Valley City should havea brighter more positive future. Yes, they have signs in the same yards. But, do Werkhoven and Evenson have thier names on the same billboards? Yes, is the answer to that. Then that also means that they are running as a team as you say. The citizens of Valley City will decide on January 24 who they want for a mayor and a city commissioner. Just because you feel that Dean is untrustworthy, you feel that Dewey is as well. Do you even know either of them on a personal basis or just from reading what you have seen or have been told? Maybe if you would ask either of them to sit down and talk with you, you would have another opinion. This whole thing will officially be over in a matter of a couple of weeks. No matter what happens there will be unhappy people in Valley City. Not everyone will ever be happy with what happens. This city needs to stop all of the bickering and pull together as a community again. If we expect to expand our city and grow maybe it is possible that we need a change. Is it really necessary to name call all of the time?Please, let's all try to act as adults in this election.

Yes, Dewey will speak for himself. I don't believe Dewey is a member of CCI. If you are concerned about attending a CCI meeting, why don't you get ahold of one of the members and ask them. I can't speak for them, I am not a member.

Faithful, I agree with you Dewey is honest and sincere. I do know him personally and like him. I can also state he does not have the in depth knowledge or time for the position. You ask others to get over the fact of what BCI found. I can tell you I did not ask for the recall, so who needs to get over it? Who needs to act like adults. Should Ross get Mayor, should there be another recall? Again I ask, who needs to grow up? BCI found Ross not guilty of harboring tax money. However it did take BCI to get Ross to cough up near $49,000.00. Imagine if all department heads for the City did the same? All department heads just decided to take the cash into their own hands and make their own decisions? All I was saying is Dewey should be a bit more selective in his running mates if he stands a chance. There were several charges the City cited Ross for on September 9, 2011 as anyone can get from City Hall. You really need to do this and read them to understand who you are calling honest and sincere. 18 counts in all. Yes again I agree, BCI found him not guilty of what they were asked to do, find the money. However several other counts had nothing to do with the money. Do you think our elected officials and city auditor simply made them up like school yard bullys? How about Ross clearly threatening his officers on the radio? How about him clearly stating he did not get along with our newly elected sheriff? I can list the other counts if you request, but I think you get the message.

If you think that leading a revolt to get the firemen to quit the force because taxes need to be taken from their pay checks....If you think keeping $49K+ of VC citizen fundshidden in vaults and safety deposit boxes....If you think refusing to work with the Barnes Co Sherrif....If you think attempting to move the 911 radio frequencies...If you think selling over $105K of fed surplus property and placing the funds into an illegal account.... Well, you just haven't studied up on the subject. Our X-police chief was not CRIMINALLY charged because he 'plenished' or should we say "RE-plenished" funds only when the BCI got involved. If that cash had not 'appeared' the guy would be in jail. You tell me, would your employer allow you to keep company cash in your desk drawer for over three years and refuse to turn it over? I think not. You may like the people themselves, but we're talking about ethics and character here. I don't either have those.

Dewey, you are a nice man. I also have questions for you, they are about your morals and most importantly your ethics. How can you get up every morning, look yourself in the mirror knowing you are running with a man not quite as ethical? A man who at best is only being vendictive. You cannot possibly believe all the charges against him are false? Would it then be OK for you if you are elected to have tax payers money in a safe of your own? Maybe all department heads at City Hall, Public Works, the Police Department and Fire Department should have safes with Tax Payers money. Dewey, like I said, you are an OK guy, stand on your own two feet. Your partner is not very reputable.

That's the least of it, Green Lantern. It is a disgrace that ANYONE is running against a Commissioner who has served this community well for over 10 years and has done nothing wrong. His only crime is a vote with others to fire a rogue police chief. In my opinion, this man has ruined his own reputation.

I’d like to know how Dewey Magnuson would plan to fit in all public works duties [including the water and electrical components] on which Ken Evenson has spent so much time, and what are his qualifications to do this. The water plant is still not completed. What does he know about that subject? Or is he just another opportunist wanting to take over the position of someone who has served this city well. How is he going to find the time to do the commissioner job justice, with his job at Perkins, the VC Fire Department , and member of VC/Barnes County Rescue Squad?
