The Barnes County Commission met in regular session Tuesday, December 6, 2011, with all members present.
States Attorney Lee Grossman called for nominations for chairperson. Commissioner Knutson seconded by Froelich, made a motion to nominate Schwehr.
Commissioner Berntson made a motion, seconded by Froelich, to cease nominations and cast a unanimous ballot for Schwehr as chairperson. Upon a roll call vote with all voting “yes,” motion carried.
Chairperson Schwehr called for nominations for vice-chair. Leitner, seconded by Berntson, nominated Froelich. Upon a roll call vote with all voting “yes,” motion carried.
Commissioner Knutson made a motion, seconded by Leitner, to cease nominations & cast a unanimous ballot for Froelich as vice-chair. Upon a roll call vote with all voting “yes,” motion carried.

Kerry Johnson, Highway Superintendent, requested approval for Project BRU-2-990(040)044, Sheyenne River, 5th Ave NE (N Valley Rd) and Project CER-02222(072) W of ND 1.
Berntson made motion, seconded by Leitner, to approve Grade raise west of ND Highway 1. Upon a roll call vote, with all voting “yes,” motion carried.
Commissioner Froelich made a motion, seconded by Leitner, to approve North Valley Road Project. Upon a roll call vote, with all voting “yes,” motion carried.
Commissioner Knutson made a motion, seconded by Commissioner Froelich, to repair the Peterson Bridge (second bridge south of town). Work will be done by Star Enterprises at a cost to the County of $49,686.00. Upon a roll call vote, with all voting “yes,” motion carried.
Berntson made a motion, seconded by Froelich, to approve Highway 6 acceptance letter with Mayo Construction. Upon a roll call vote, with all voting “yes,” motion carried.
Discussion of City improvements to the power poles along old Highway 10.
Mr. Mayfield gave updates concerning the Sheyenne River survey. 60 sites South of the Bald Hill Dam would be included, The maximum cost of the project would be $45,750.00. A decision was to table this until the next meeting.
Discussion of the Village contract with an approximate cost of $30.00 per employee. Froelich made a motion, seconded by Leitner, to approve Village contract renewal. Upon a roll call vote, with all voting “yes,” motion carried.
Minutes were reviewed for the meeting of 11/15/11. Froelich made a motion, seconded by Knutson to approve the minutes as amended. Upon a roll call vote, with all voting “yes,” motion carried.
Discussion on a special purchase request from Social Services. Social Services will need to give more information and what they will do with the money.
Linda Leadbetter presented changes for the voting precincts/polling places to begin in 2012. Berntson made a motion, seconded by Leitner, to approve them. Upon a roll call vote with all voting “yes,” motion carried.
Chairperson Schwehr recessed the Commisson meeting and opened the hearing for a tax abatement request from Karen Olsberg & Lynn Anderson. Betty Koslofsky, Tax Director, presented a request for a decrease from PCL: 63-4170018, Lot 2, BLK 1, Riverview Dr Addition to Valley City, for tax year 2010 from $78,900.00 to $45,000.00. The hearing was closed. Commission meeting reconvened. Berntson made a motion, seconded by Knutson, to approve reducing the Anderson’s valuation for 2010, from $78,900.00 to $45,000.00, as recommended by Valley City. Upon a roll call vote with all voting “yes,” motion carried.
Leitner made a motion, seconded by Froelich, to cancel taxes on property returned to Barnes County. Upon a roll call vote with all voting “yes,” motion carried.
Leitner made a motion, seconded by Knutson, to appoint Theresa Will to the South Central Human Services Board. Upon a roll call vote with all voting “yes,” motion carried.
Knutson made a motion, seconded by Froelich, to appoint Ron Manson to the Weed Control Board. Upon a roll call vote with all voting “yes,” motion carried.
Froelich made a motion, seconded by Knutson, to re-appoint Carol S Nelson, Rev Dan Bader, Deb Kohler, Vern Hedland and Marion Flatt to the Barnes County Senior Citizens Council. Upon a roll call vote with all voting “yes,” motion carried.
Knutson made a motion, seconded by Froelich, to appoint Robert Nelson to the Park Board. Upon a roll call vote with all voting “yes,” motion carried.
Discussion concerning the Water Resource District appointment.
Knutson made a motion, seconded by Froelich, to appoint Jerry Hieb to the position on the Water Board. Knutson, Leitner, Berntson and Froelich voted “Yes,” Schwehr voted “No.” Jerry Hieb was appointed.
Discussion of changing to a five member Water Board. Schwehr asked to table decision for two weeks.
Kim Franklin presented information for a Homeland Security Grant that could be used to build an INTEROP communications tower in the North half of the County. Leitner made a motion, seconded by Froelich, to sign the approval at the cost of $192,000.00, cost share to the County is approximately $35,000.00. Upon a roll call vote with all voting “yes,” motion carried.
