CCHD Ponders E-Cig Ordinance

Russell J. Myhre, Valley City City Attorney, is working on an e-cigarette control ordinance on request of City Commissioner Madeline Luke that would allow one e-cigarette vendor for each 1,000 residents in the city, or seven in the entire city.

Senate Approves Pre-School Funding

A bill aimed at funding pre-kindergarten education in North Dakota, passed a hurdle Wednesday when it was approved by the senate.

Senate Bill 2151 is a $6 million bill that, if passed, would provide pre-kindergarten education to about 6,000 three- and four-year olds. The funding would provide about $1,000 per child, about half of the cost of the program, or $1,500 per child in low-income families.

SVACTC Observes Career and Technical Education Month

The Sheyenne Valley Area Career and Technical Center recognizes Career and Technical Education Month in February.

Director Jeff Bopp said, "Career and technical education classes are a positive addition to a student’s success in school. When students are engaged in their learning and are able to apply that learning to an area of individual interest, they benefit."

Kiefert SRO Bill Fails in House

A bill sponsored by North Dakota District 24 Representative Dwight Kiefert (R-Valley City) that would have provided about $1 million for resource schools in 15 rural communities failed in the house Monday.

Warrant Wednesday: Charles Richard Russell

Each week, local law enforcement asks for help from the community in locating individuals who have warrants out for their arrest.

Charles Richard Russell, 54, is wanted by the Barnes County Sheriff's Office after escaping custody when released from the Barnes County Correctional Facility on a medical furlough from which he didn't return.
Russell is a non-violent offender.

Russell is a white male with brown hair and brown eyes. He is five feet, seven inches tall and weighs 140 pounds.

Dalrymple Signs Surge Bill

On Tuesday North Dakota Gov. Jack Dalrymple signed into law Senate bill 2103, which includes nearly $4 million in funding for Barnes County Highway Department projects. More in Wednesday's issue of the Times-Record.

Olerud Recognized for Service as Senior Enlisted Leader for Valley City Unit

Command Sgt. Maj. Eric Olerud transferred responsibilities as the senior enlisted leader for the North Dakota National Guard's Valley City-based 231st Brigade Support Battalion to Command Sgt. Maj. Rashad Schaffner during a change of responsibility ceremony Feb. 22 at the armory here.

Students at Washington Elementary School participated in a kindness pep rally Monday afternoon. The rally encouraged students to be kind to one another now and always.

Sex Offender Has New Address

High-risk sex offender Michael Nelson is now living at 906 Fourth Avenue Southwest, Valley City.

Nelson was convicted in Barnes County in 2009 of corruption/solicitation of a minor. Nelson was drinking with a 14-year-old girl then took her into a bedroom and had intercourse with her. The two had not been dating before the incident.

Nelson, 25, is white with blond hair and blue eyes. He is five feet ten inches tall and weighs 182 pounds.

Nelson is a lifetime-registered sex offender who was determined to be at a high risk of re-offending.
