Kiefert SRO Bill Fails in House

February 25, 2015

A bill sponsored by North Dakota District 24 Representative Dwight Kiefert (R-Valley City) that would have provided about $1 million for resource schools in 15 rural communities failed in the house Monday.

Warrant Wednesday: Charles Richard Russell

Each week, local law enforcement asks for help from the community in locating individuals who have warrants out for their arrest.

Charles Richard Russell, 54, is wanted by the Barnes County Sheriff's Office after escaping custody when released from the Barnes County Correctional Facility on a medical furlough from which he didn't return.
Russell is a non-violent offender.

Russell is a white male with brown hair and brown eyes. He is five feet, seven inches tall and weighs 140 pounds.

Dalrymple Signs Surge Bill

On Tuesday North Dakota Gov. Jack Dalrymple signed into law Senate bill 2103, which includes nearly $4 million in funding for Barnes County Highway Department projects. More in Wednesday's issue of the Times-Record.

Olerud Recognized for Service as Senior Enlisted Leader for Valley City Unit

Command Sgt. Maj. Eric Olerud transferred responsibilities as the senior enlisted leader for the North Dakota National Guard's Valley City-based 231st Brigade Support Battalion to Command Sgt. Maj. Rashad Schaffner during a change of responsibility ceremony Feb. 22 at the armory here.

Mavis M. Hartman

Mavis M. Hartman was born August 10, 1936 to Edwin and Katharine (Erdman) Grabow in Amenia, ND. She was a 1954 graduate of Enderlin, ND High School.
On June 5, 1955, she married Vernon Hartman in Embden, ND. They made their home on the Hartman Family Farm near Litchville, ND. In 1977, they moved into Litchville, but continued to farm until retiring in 1998. Vernon died May 26, 2000. Mavis continued living in Litchville until moving to live with her daughter in Menoken, ND. She died there under hospice care on February 23, 2015.

Kindness Encouraged at Rally

Students at Washington Elementary School participated in a kindness pep rally Monday afternoon. The rally encouraged students to be kind to one another now and always.

Sex Offender Has New Address

High-risk sex offender Michael Nelson is now living at 906 Fourth Avenue Southwest, Valley City.

Nelson was convicted in Barnes County in 2009 of corruption/solicitation of a minor. Nelson was drinking with a 14-year-old girl then took her into a bedroom and had intercourse with her. The two had not been dating before the incident.

Nelson, 25, is white with blond hair and blue eyes. He is five feet ten inches tall and weighs 182 pounds.

Nelson is a lifetime-registered sex offender who was determined to be at a high risk of re-offending.

CHI At Home Raises $22K

North Dakota's CHI at Home/Mercy Hospice raised about $22,000 statewide by participating in the Feb. 12 Giving Hearts Day sponsored by the Dakota Medical Foundation.

CCHD Asbestos Work Estimated at $35K

The City County Health District estimates it will cost about $35,000 to clean or mitigate asbestos from 210 pipe elbows and a tunnel that provides gas and water service to its planned new headquarters in the former Valley City First Community Credit Union building.

Colleen Helen Conley (Bowen)

Colleen Helen Conley (Bowen), 60, was welcomed into heaven on February 22, 2015.  She passed away peacefully at home, surrounded by her family, after a brief, but valiant fight against cancer.  
Colleen was born in Trenton, North Dakota on March 23, 1954, but was raised in Marion, ND where she graduated high school in 1972.  She married Cole Conley on January 19, 1974, and they made their home in Jamestown, ND.  She graduated from Valley City State University with a degree in Nursing in 2010.
